Akmalkhoja Komilonovich Saidnomanov was born in the Chartok district of the Namangan region. In 2009, he graduated from the Tashkent State Pedagogical University, Faculty of Philology. In 2009, he graduated from the Tashkent State Pedagogical University, Faculty of Philosophy. He holds a PhD in Philology and is an associate professor. In 2024, he headed the research department of the Tashkent branch of the University of Business and Science, and since 2025, he has served as the branch's deputy director for research.

The Deputy Director for Academic Affairs is responsible for planning, coordinating, and overseeing the educational process. He ensures the effective implementation of academic plans, curricula, and faculty workloads.
